General Statement of Duties
Performs responsible semi-skilled and unskilled work in the maintenance and repair of streets, facilities, landscaping, parks, and storm water systems in the Public Works Department.
Distinguishing Features of the Class
An employee in this class performs responsible semi-skilled and unskilled building, landscape and infrastructure maintenance tasks. Work involves mowing with tractor and push mowers, trimming weeds, planting, mulching and fertilizing, erecting street signs, trimming trees and bushes to clear for traffic sight distances and asphalt patching and building maintenance. Work requires operation of light to medium equipment including tractors, trucks, lawnmowers and hand and power tools. Employees are subject to working in inside and outside environments, in extreme cold and hot weather, and hazards in the work including exposures to loud noises, vibrations, proximity to moving mechanical parts, exposure to chemicals, fumes, odors, dusts, mists, gases, and oils. Work is also subject to the final standards of OSHA on blood borne pathogens. Work is performed under regular supervision of the Public Works Supervisor and is reviewed for appearance, productivity, and adherence to work standards through observation, inspection, and feedback from City officials and the public.
Duties and Responsibilities
Essential Duties and Tasks
Performs landscape maintenance duties including mowing, trimming, pruning, mulching, irrigating, planting flowers and shrubbery, and related tasks.
Operates equipment such as lawn mowers, dump trucks, loaders and a variety of hand and power tools; performs cleaning, washing, preventive maintenance and minor repairs to equipment.
Inspects parks and playgrounds; ensures the cleanliness of the City; picks up litter from streets and sidewalk areas; removes trash; cleans restrooms and showers.
Participates in cleaning storm water system and monitoring storm water pumps.
Participates in asphalt repair, erects, and repairs street signs.
Performs limited facilities maintenance; performs semi-skilled carpentry to repair walls; installs and repairs fences; performs semi-skilled plumbing to replace fixtures, repair leaks, replace valves and repair sink traps; replaces electric outlets and light bulbs, repairs furniture, moves furniture and equipment; assembles and arranges furniture and sets up rooms and facilities for functions; pressure washes buildings; performs internal and external painting; and performs other basic building maintenance and repair tasks.
Installs and repairs irrigation systems.
Sprays pesticides and herbicides; assists with mosquito spraying.
Participates in the City's safety program and adheres to safety procedures and policies of the department.
Assists in other departmental functions as needed.
Performs related duties as required.

Working knowledge of grounds and landscape maintenance methods.
Working knowledge of basic construction methods.
Working knowledge of safety regulations, occupational hazards and related safety precautions in the work.
Working knowledge of street and street sign maintenance.
Working knowledge of semi-skilled carpentry and plumbing.

Ability to operate riding and power mowers, weed eaters and hand and power tools to perform grounds maintenance and basic construction tasks.

Ability to perform heavy manual labor as necessitated by work assignments.
Ability to prepare simple records of work activities.
Must be able to physically perform the basic life functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing walking, pushing, pulling, lifting, grasping, feeling, talking, and hearing.
Must be able to perform heavy work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently and/or up to 20 pounds of force constantly to move objects.
Must possess visual acuity to operate equipment such as trucks, tractors, mowers, and power tools, to perform trades tasks, and to prepare records of work performed.
Desirable Education and Experience
Graduation from high school and experience in building and/or landscape maintenance and/or construction work; or an equivalent combination of education and experience.
Possession of a valid North Carolina driver's license.
Prefer possession of commercial driver’s license.
Prefer possession of pesticide applicators license.
Administering the Class
Employees who obtain commercial driver’s license, park inspection certificate, and/or pesticide applicator license are eligible for certification salary increases as determined by the City.
This position is full-time with the option to work four 10-hour days or five 8-hour days per week.
Salary range $33,392-$50,088 DOQ
