Lead Stormwater Equipment Operator

General Statement of Duties

An employee in this class oversees and manages the field operations of the stormwater department, ensuring compliance with regulations, and managing the maintenance and repair of drainage throughout the City.  Collaborates with the City Stormwater Engineer in the planning, implementing, and managing of programs related to stormwater quality, flood control, and erosion prevention.                                                                       

Distinguishing Features of the Class

An employee in this class performs responsible heavy equipment operation. Work involves operating backhoes and motor graders, side arm mowers and other heavy equipment. Employees are subject to working in outside environments, in extreme cold and hot weather, and hazards in the work including exposures to loud noises, vibrations, proximity to moving mechanical parts, exposure to chemicals, fumes, odors, dusts, mists, gases, and oils. Work is reviewed for appearance, productivity, and adherence to work standards through observation and inspection.

Duties and Responsibilities

 •Assists City Stormwater Engineer in developing schedules, coordinates, and manages the daily maintenance of the stormwater maintenance and repair team.

•  Trains, assigns, and directs the stormwater crew; schedules, evaluates, and disciplines personnel. 

• Schedules and directs the activities of the stormwater maintenance crew. 

• Responds to drainage complaints; develops, coordinates, and implements solutions to correct problems. 

• In coordination with the City Stormwater Engineer ensures utility compliance with state and federal regulations; Assists the City Stormwater Engineer with the preparation and maintenance of required documentation. 

• Assists the City Stormwater Engineer with the stormwater budget. 

• Serves as project and construction lead for all capital and in-house construction projects.

• Conducts erosion control inspections of all construction projects in the city; ensures compliance with ordinances. 

• Assists the City Engineer with plan review and other engineering projects. 

• The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

 Knowledge, Skills, and Abilities

  • Knowledge of traffic laws governing equipment operation.
  • Knowledge of the practice of operating and servicing medium and large equipment.
  • Knowledge of the occupational hazards related safety precautions for large equipment in traffic and in tight locations and around overhead and underground utilities.
  • Knowledge of the public works or utilities function to which normally assigned.
  • Some knowledge of the application of information technology to the job.
  • Skill in teamwork and customer contact.
  • Skill in the operation and care of large specialized equipment.
  • Ability to establish and follow an appropriate routine working efficiently without close supervision.
  • Ability to understand and follow oral and written directions.
  • Ability to deal courteously with the public.
  • Ability to train and mentor coworkers.
  • Ability to establish and maintain effective working relationships with coworkers, supervisors, and the public.
  • Ability to perform heavy manual labor as necessitated by work assignments.

 Physical Requirements

  • Must be able to physically perform the basic life functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing walking, pushing, pulling, lifting, grasping, talking, and hearing.
  • Must be able to perform heavy work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently; and/or up to 20 pounds of force constantly to move objects.
  • Must possess visual acuity to operate equipment such as trucks, tractors, mowers, and power tools, to perform trades tasks, and to prepare records of work performed.

Desirable Education and Experience

Graduation from high school and a minimum of 5 years of experience in heavy equipment operation; or an equivalent combination of education and experience.

Additional Duties

Assists in other departmental functions as needed.

Performs related duties as required.

Salary Range

$61,678 - $88,112
