Planning & Zoning

Guided by the City's Comprehensive Land Use Plan, the Department helps the city identify and carry out its vision for sustaining existing and future populations and helps prepare the city's future through long-range planning, community development, and other initiatives. The Planning & Zoning Department helps guide the responsible growth of our community through collaborative planning, public engagement, and expert support. Our knowledgeable and experienced staff work diligently at ensuring that development complies with the Unified Development Ordinance (UDO) and aligns with the city's vision, values, and long-term goals.

We serve residents, businesses, developers, and elected officials by providing clear guidance, technical expertise, and responsive customer service across a wide range of planning activities. Responsibilities of the Department include:

Long-range planning - Developing and updating the Comprehensive Plan, small area plans, and land use strategies to guide future growth.

Development review - Reviewing zoning applications, site plans, subdivisions, rezoning requests, and other proposals for compliance with local ordinances.

Zoning & ordinance administration - Interpreting and enforcing the Unified Development Ordinance (UDO), zoning map, and development standards.

Public engagement - Facilitating public input through meetings, workshops, and surveys to ensure community voices are reflected in decision-making.

Customer service & guidance - Answering questions, offering clear guidance, and supporting residents, businesses, and developers throughout the planning and development process.

Coordination & enforcement - Collaborating across departments and ensuring compliance with planning policies and development regulations.

Board support - Providing staff expertise on land-use and policy decisions to the Board of Commissioners & Planning Board. Managing and presenting on Board of Adjustment hearings involving appeals, variances, and special use permits.
