City Engineer

 

NATURE OF WORK 

The City Engineer performs engineering work in the construction and design for City of Boiling Spring Lakes projects; performs professional and technical engineering duties for the City; and performs supervisory and administrative duties for the Stormwater Division. The City Engineer functions as a contract administrator for many projects, from the initial design, planning, and development review, through the request for proposal process, and ultimately through the project’s successful completion. 

This position serves as the Stormwater Division Administrator and is responsible for supervising Stormwater Division staff; serving as engineer for a variety of stormwater infrastructure projects from initial investigation to construction completion; leading and supervising the development of design and technical specifications; serving as a lead for construction and project management on large projects and contracts; leading and supervising procurement processes for construction/repair, professional services, and basic service contracts; preparing agenda items for Board consideration; attending Board meetings as requested; supervising or designing special engineering projects for the City; negotiating change orders and contract amendments, and assisting with development of project budgets. 

The City Engineer prepares complex professional civil engineering work performed in the planning, surveying, design, review, contracting, inspection, field supervision, and maintenance of multiple types of municipal projects and systems including, but not limited to, stormwater conveyance systems, stormwater management systems, and roads. 

This position reports to the City Manager. 

Work is performed under limited direct supervision. 

EXAMPLES OF DUTIES 

• Serves as Stormwater Division Administrator. Responsible for supervising Stormwater Division staff and serving as engineer for a variety of stormwater infrastructure projects, from initial investigation to construction completion. 

• Provides input into the annual budget, makes recommendations for changes in policies, procedures, and ordinances, and sets priorities in the division. 

• Serves as a lead for construction and project management on large, complex projects, and/or multiple projects; evaluates and prioritizes departmental projects; assesses City needs and requirements; develops project scopes; establishes project and performance standards and goals; approves contractors; monitors operations; and performs related duties. 

• Coordinates and leads the development of design and technical specifications, construction and development plan reviews and inspections, reviews and approves plans, specifications, and other technical information, and ensures informational accuracy and compliance with requirements, standards, and applicable regulations, policies, and procedures. 

• Responsible for reviewing plans and specifications for construction projects, coordinating changes with contractors, and monitoring compliance with plans and specifications during the construction process. 

• Coordinates projects and supervises work as needed to carry out these projects; responsible for contract administration, which includes phases from the beginning of the project until the end. 

• Supervises or designs special engineering projects for the City. 

• Serves as the point of contact for residents and businesses with concerns regarding stormwater. 

• Serves as liaison for the City for engineering consultants and contractors. 

• Prepares and reviews construction cost estimates and assists with cost negotiations with outside agencies and design firms. 

• Provides guidance and assistance to the general public related to stormwater and erosion control. 

• Reviews plans for subdivisions and infrastructure improvements for compliance with city, state, and federal specifications. 

• Coordinates the preparation and review of, and/or prepares and reviews complex technical plans, designs, permits, plats, reports, forms, cases, requests for proposals, drawings, calculations, contracts, specifications, agreements, submittals, and other documentation. 

• Advises City departments and external agencies; convenes and facilitates meetings; provides guidance to staff, responds to and investigates requests and inquiries related to stormwater, resolves escalated complaints and project-related issues. 

• Administers and oversees the City’s Ditch Maintenance Plan. 

• Responsible for oversight, maintenance, and seal of the City’s Powell Bill Map. 

• Performs other related duties as assigned. 

MINIMUM QUALIFICATIONS & EXPERIENCE Bachelor’s degree in engineering or a directly related field. Five years of professional engineering experience in the area of assignment. Supervisory experience preferred. North Carolina Professional Engineer (PE) license. 

CLASSIFICATION: City Engineer. FLSA Exempt. 

PAY GRADE: 31 

SALARY RANGE: $91,127 - $136,691
