PUBLIC WORKS SUPERVISOR

NATURE OF WORK

To manage the daily efforts of the Public Works staff, as directed by and discussed with the City Manager. In addition to scheduling work, the Public Works Supervisor is an experienced Heavy Equipment Operator who performs a wide variety of tasks, and takes the lead role in the more complex and skill-based tasks. This includes manual work in the operation of automotive and construction equipment used in street maintenance, grading, construction, mowing, cleaning and mosquito control. The position is the primary operator of lake level control devices, in consultation with the City Manager and contractual engineering firms. The Supervisor may/will be required to operate a variety of equipment, to perform laboring duties and use heavy earth moving equipment occasionally. Supervision is received from the City Manager.

EXAMPLES OF DUTIES

The Supervisor has daily interaction with the City Manager, to help plan and schedule the activities of the Public Works staff. This includes technical management and oversight of field operations, including road grading, pavement patching, storm water pumping; ditching in the City's Right of way (ROW), mowing, mosquito control equipment operation, hydro-seeding/mulching, general road and building maintenance and mechanic work. The Supervisor maintains records of lake level control activities and related equipment maintenance. The Supervisor is the lead operator of heavy equipment and provides or assists in training the staff to operate equipment as needed. He (she) orders certain materials and equipment as necessary for the operation of the department, as discussed with the City Manager and in accordance with the approved departmental budget. This position is designated as essential during emergency or disaster situations.

MINIMUM QUALIFICATIONS

Knowledge, Skills and Abilities

Knowledge of the operation and maintenance of standard construction equipment; knowledge of the hazards of operation and of appropriate safety rules and regulations; knowledge of traffic laws, ordinances and rules governing equipment operation; knowledge of occupational hazards and safety precautions applicable to laboring work; ability to detect needed mechanical work and make necessary minor adjustments to understand and carry out oral instructions and to work independently in the performance of regular duties; skilled in the operation of assigned equipment. The ability to schedule and manage the daily work efforts of others, and give guidance to Public Works staff regarding technical operation and performance.

Training and Experience

Graduation from a standard high school or GED; two (2) years' experience in the operation of automotive and construction equipment; or an equivalent combination of training and experience.

OSHA 10-hour Safety Training (preferred)

Special Requirements

Valid North Carolina Class B driver license

Mosquito control spraying license (preferred)

CLASSIFICATION: Mechanical. FLSA Non-Exempt.

PAY GRADE: 7

SALARY RANGE AND APPLICATION PROCESS:

Hiring range is $39,283 to $62,800. Starting salary dependent on experience and qualifications.
