The City would like to clarify that it has not received any applications, development proposals, or expressions of interest related to data centers, data processing facilities, or cryptocurrency mining operations.
The proposed temporary moratorium scheduled for public hearing on June 2, 2026, is a proactive planning measure in response to the emergence of these types of uses in communities across North Carolina. A moratorium is a temporary pause on certain types of development or land uses while a local government studies the issue and considers appropriate regulations. The intent of the proposed 12-month moratorium on data centers, data processing facilities, and cryptocurrency mining operations is to allow the City time to research potential impacts, review best practices, and evaluate proper zoning and development standards should an application ever be submitted in the future.
A copy of the staff report and ordinance can be found here. Questions regarding the proposed moratorium can be directed to Nicole Morgan, Assistant City Manager/Planning Administrator, at (910) 363-0681 or nmorgan@cityobsl.org
