NATURE OF WORK
This is highly responsible administrative and supervisory work in planning and directing all daily fiscal operations of the City in accordance with the generally accepted principles of governmental accounting and the rules and regulations of the City. Work is performed independently under the direct supervision of the City Manager, with close coordination, and is reviewed through conferences and reports, for desired results. Plans, directs and reviews the work of other city employees, in progress and upon completion, for desired results and/or compliance with established policies and procedures.
EXAMPLES OF DUTIES:
(1) Maintain the accounts of the City of Boiling Spring Lakes in accordance with generally accepted principles of governmental accounting, Governmental Accounting Standards Board (GASB), and the rules and regulations of the Commission.
(2) Disburse all funds of the City in strict compliance with Chapter 159 NC General Statutes, the City’s budget ordinance, and each project ordinance, and shall pre-audit obligations and disbursements as required by Chapter 159.
(3) As often as may be requested by the City Manager, prepare and file a statement of the financial condition of the City.
(4) Receive and deposit all moneys accruing to the City, or supervise the receipt and deposit of money by other duly authorized officers or employees.
(5) Maintain all records concerning the bonded debt and other obligations of the City, determine the amount of money that will be required for debt service or the payment of other obligations during each fiscal year, and maintain all governmental funds.
(6) Supervise the investment of idle funds of the City.
(7) Perform such other duties as may be assigned by law, by the City Manager, or by rules and regulations of the Local Government Commission.
(8) Prepare and present the annual and amended budgets to the City Manager for review, including revenue and appropriation estimates for all funds;
(9) Acts as the primary liaison for audits; analyzes audit reports and provides recommendations to the City Manager for implementation
(10) Provides financial information to state and federal regulatory agencies; advises department supervisors on financial and budgetary matters;
Knowledge, Skills and Ability
Extensive knowledge of North Carolina General Statute 159 and the principals of Generally Accepted Principles of Governmental Accounting, Governmental Accounting Standards Board (GASB) rules, budgeting and municipal fiscal management; thorough knowledge of municipal investment procedures and ability to assess municipal problems and proposed policies in terms of their financial and administrative implications.
Training and Experience
Graduation from an accredited college or university with major course work in accounting, finance, or business administration, plus five (5) years of progressively responsible experience. Successful completion of the UNC-SOG Finance Officer Certification course desired and/or licensing as a CPA.
Valid North Carolina driver license. Ability to be bonded to $150,000.
CLASSIFICATION: Administrative. FLSA Exempt.
PAY GRADE: 15 - Salary Range $ 58,613 to $ 93,702
